To open a desktop icon, I have to right click the icon and then left click "open ". I can left click the icon and drag it to a different position on the desktop. the mouce is set up for the left buton to open a program.

What type of ICON's are they? Shortcuts to programs or web links?
Please go to User CP near the top left and fill out your system specs. This helps us help you.

I guess you are left double-clicking to initiate the icon shortcut? - check out the double-click speed in Mouse Properties in Control Panel and try a lower setting.

If you have Windows Explorer set to open on single click - revert the setting to double click and see if that helps.

If you have another mouse, try that too.
