can't download using ftp link

Hi,

Everytime i try to download something that has an ftp link like ftp://file.zip I get this error:

425 Unable to build data connection

I know something may be blocking the ports or something but i cannot see a reason why,i disabled my firewall,i dont have a router,my isp does not boock those ports and i do not use windows firewall.Is there some known software to be doing this,because i have over 200 applications installed and cant remember why ones were the last i installed before getting this problem a few weeks back.

does anybody know of an application that can tell me which application might be blocking it,or to scan and see if my port 20 or 21 are closed?
