Cannot download exe files with IE 6.0 installed

I installed IE 6.0. I also have Netscape 4.7 installed. I can no longer download .exe files using Netscape or IE.
I formatted my HD and reinstalled Windows 98 from scratch. The normal IE 4.0 and Netscape setup, everything is working properly. Exe files will download.
Installed IE 6.0 and could no longer download exe files. Formatted again, went to IE5.5 and everything works. I'm scared of IE6.0 at this point.

I have gone to Microsoft and several groups and they all recommend removing the .exe plugin for the registry. I don't even have that plugin. I have tried removing all of those plugins to no avail.
I am working and up and running now so it's not a major problem now, but I will be dealing with IE 6.0 in the future and would like to know what is going on.
Any help is appreciated.....

Is it because under tools....internet options then the advanced tab, you have the check marks taken out of enable install on demand?

mspavmis--Just an idea. Try disabling your AntiVirus.
