Windows Vista Cannot add new user to Vista SP1

I cannot add new user to Vista Ultimate SP1

I try everything including this tutorial The User Profile Service failed the logon. User profile cannot be loaded.

I recive this error anytime when I attempt to create new user with limited rights.
But I can create new user with administrative privilegs,but every time when I log on that user Vista tell me that that account is corrupted and Vista is loaded default settings (or similar like that)

I have Vista almost 1 year and reinstalling now is not good idea
