I've been using Remote Desktop to control my XP machine from my 98 machine, and I was wondering if there was any way to do it in reverse and have the 98 machine as the host?

Not using native microsoft pieces. No host piece for 98.

But Specrem is free, does work with 98, and from the little bit I played with it, seems to work well.
