My cd player went south. I went to Staples this morning to purchase a replacement. They didn't have any. They did have dvd/cd players. So I looked at it. I ask the guy working there if he thought it would be any trouble to use this instead of a regular cd player. I told him my computer was an HP oem about seven years old now.

He told me that the dvd/cd player plugged into a USB 2 slot and he was pretty sure, he said, that I had a USB 1 slot and he didn't know for sure if it would work but I could purchase it and try it.

I thought I would ask here first.

USB 2 is backwards compatible with USB 1 and will run at USB 1 speed when plugged into a USB 1 port.

OK, so it will run but is it harmful to the hardware to do so?

No - it is designed that way. Basically it's only a question of data transfer rates - USB 2 is 40x faster than USB 1.
