I should add that the little icon that looks like a house with a green flag on top is running and tells me that I am protected.
I guess that tells me that the error message is wrong?

Hi SVEN. Do you have any other security programs installed on the machine? If you do then that would explain why Windows Defender reports that it is turned off.

So Windows Defender is the ONLY security program that you have on the machine?

Did you have any other security programs on the machine previously?

Try using this registry file to enable Windows Defender in this link, How to Turn On or Off Windows Defender in Windows 10.

I tried the reg hack, but it still gives me the same pop up.
Like I said above, windows defender seems to be running. the icon is green and tells me: PC Protected.

    any more suggestions?
    Thanks

Click Start< type in Command Prompt in the search box, right click Command Prompt and click on Run as administrator.

Once the Command Prompt window opens type the following commands and hit enter after typing in each one:

    winmgmt /standalonehost

    winmgmt /resetrepository

    exit

After the Command Prompt window closes, reboot the computer and see if Windows Defender opens properly now.

the first command came back with successful, the second came back with:
    wmi repository reset failed
    error code 0x8007041B
    Facility Win 32
Description: a stop control has been sent to a service that other running services are dependent on

any idea what that is all about?

Oh make sure you open the Services.msc window and stop the Windows Management Instrumentation Service and then try running the commands again.

I still get the pop up, but when I go to Security and Maintenance, all is on or OK.
Strange. under Notifications I once hat a notification telling me to turn on security essentials, I did, but still I get the pop up.
    anything else we can try?

Open Command Prompt like you did from my previous post and when the Command Prompt window opens type, sfc /scannow and hit enter.

After SFC finishes, reboot the machine and see if that helps.

sfc did not find any integrity violation ( I think that's what it said).
I hit reboot, and now it sits there, black screen with the mouse pointer. the hard drive keeps blinking, but nothing is happening
    now what?

Evan, just thinking, should I install a 3rd party virus protection and then uninstall it?
might that bring back windows defender?

    Hi Evan,
    I think I got it.
during the upgrade to win 10, it must have kept Microsoft Security Essentials as the anti virus software and with that disabled windows defender. After I took MSE of line windows defender came on and I enabled it.
    No more pop up.
But: now I want to uninstall MSE and when I go to Programs and features, after clicking on uninstall, it tells me that I do not need MSE, but gives me no way to uninstall.
it is still being loaded at startup, but is red and tells me that I am not protected.
    any way to uninstall it?
    Thanks
    Sven

Use Revo Uninstaller to find Microsoft Security Essentials and uninstall it from the system.
