I have windows XP. Everything was going fine, until I decided to delete some programs last night. I believe I may have deleted something that I should not had. I can't open my control panel to try to restore anything nor can I open exel or any of my other programs.
I put in my windows XP disc in to try to restore the windows xp program, but it says that my version on windows xp is newer than the one on the disc.
I don't know how to open the "safe mode" that I read about on the forum. I may have to just take my computer to the shop, but I wanted to know if maybe there is anything I may try to save me some money.

Do you remember what "some of these programs" were that you deleted? Deleting and uninstalling are 2 different things. Which did you do? To get into safe mode, as soon as you turn on your PC, start tapping the F8 key repeatedly till it gives you a choice. Use SM with Networking. That way you will have access to the internet (maybe).

I am afraid that I do not remember what they were. I do know that I was trying to download or update my drivers on my Canon scanner. In doing so I aquired some programs on the download that I did not ask for. Then they asked me for some money so I "X" out of the program. They said that they were free downloads but they was not. I noticed that I aquired these programs so I uninstalled them.

You have Malware/Spyware it sounds like. Do you have MBAM installed on your PC?

No I do not have that program. You have fixed my problem!!! Thank you very much. I was able to go in safe mode, and restore my computer to a previous date. Thank you so very much!! I do not come on BBS often, but when I do you guys or girls usually lead me in the right direction. I like to learn about computers and I sometimes just get on just to read the problems and answers to fix them. Thank you again for your help and Merry Christmas and a safe and blessed New Year!!

I would suggest that you download MalwareBytes and make sure that you keep it updated. It has saved quite a few PC's that I have worked on before. It is FREE and works great. They have an update at least 1 or 2 times a day and sometimes more. Don't do the download that they offer in the middle of the page. That is how they make their money from hosting different things.
