Can not install .net framework 1.1

I'm having a problem on 2 machines. Both are running windows 2000, sp4 and all possible updates/patches.

When I install the .net framework 1.1 it always fails. I put it on 40+ 2000 machines yeterday and these are the only 2 that fail every time. Below I am attaching the text from the install log, maybe someone out there can determine why its failing based on the log, I can't and also I have search the web for hours and couldn't find a fix.

Also I tried just putting on 1.0, see if it was a 1.1 problem, and no go, 1.0 has same problem.

Any help or advice very much appreciated.
