Can connect to ISP-Can't go farther(mail or web)

I just brought an older 'puter back to life with a really older monitor. Monitor-so I have found out, will only support 640x480, which will not support some of the gadgets
I have. Point is, that I can connect to my ISP and "details " say only few kb sent and received and that's as far as it goes. No mail, no web (404's on web and can't locate mailserver for mail.)

HP 333mhz, win98, IE 5, Samsung CJ 4681-I forget anything?

seabell-Thanks for the reply and the info. I tried what I could but things deteriorated and eventually couldn't get to Windows because of startup hang. Tried all I knew there, also, but got to point where I just had to reinstall, got rid of old 1990 monitor and all is well now(posting this on subject computer, in fact). Thank you.
