I have FF version 56.0.2 (64 bit) as an icon in Taskbar in W10 and it opens no problem.
If this is where you state (bookmark) on toolbar?
I would suggest you RIGHT click on it and Unpin from Taskbar.
Click on Start > Scroll through Program Menu > Mozilla FF > Right click icon > hover on More > click on Pin to Taskbar and see if that fixes it.

Please confirm: You are visiting a web site and you click on 'Star' (Favourites) and save in Bookmarks?
Then you open Bookmarks and click on an entry and it won't open?
Bookmark is at the right end of the Address Bar? Adjacent to the Search bar?
