error--Firewalls are pretty good about blocking hackers if you set the firewall up properly. Basically they block all ports except for the few required by programs you use, such as email, browser, FTP, etc.
Some people think the paid version of commercial firewalls (such as ZoneAlarm Pro) are excellent in this respect.

Using a router in addition to a software firewall could even be better, but only marginally.
However, if you invite the hacker into your PC by opening email with malware or downloading infected files or running infected CD's from "friends ", that is something a firewall cannot guard against. You have let the hacker in through an open port.
And of course protection again "hackers" is different from protection against spyware. That is the function of programs such as antivirus and antitrojan programs, SpyWareBlaster, settings in IE (not allowing ActiveX controls to run), etc.
    Perhaps of interest.

Check out the security on your computer at Shields Up The result you are looking for is TruStealth - a report on my computer ....
Close any ports which are reported to be open.
