My customer has an HP Pavillion DV7 Notebook that has no video. It will not connect to an external monitor and there are two LED's that blink, one next to the CAPS LOCK key and another above the numeric keypad. They blink twice and after every 3 seconds or so, they blink twice again. LED Error Code is, I believe, a corrupt BIOS. Any suggestions would be greatly appreciated as HP refuses to speak to me unless I pay them $99.00.

You need to look in the manual or on link to see exactly what the blink codes mean... BIOS's usually don't get corrupted...unless you flash them incorrectly.

That is what the blinking LED code claims it is. Customer was not in any way tampering with the BIOS though.

A reset for the BIOS is to disconnect any power (disconnect the charger and remove the battery), then hold down the power-on button for 30 seconds or more.

That's a general laptop reset, check the system manual for if there might be a different reset.

You want to clear the CMOS (apparently... "Error Code is, I believe, a corrupt BIOS ").
