I've decided to go with WordPress for my site and probably to use some Cherry Framework prepared templates.

Still ignorant of a lot and just wading in; but, would like to know if I were to have $500 to blow on web development software, what would be the best I can do?

    Dreamweaver CS6 maybe?

Or, is expensive web development software a waste of time and money with a WordPress Cherry Framework site?

You don't need any Web editor for Wordpress. Wordpress uses a template system, you can edit the templates & css file(s) directly, live; or better yet just use Notepad. Matter of fact, a Web editor will mess up WP templates.

I wouldn't even waste my money on Cherry Framework. There are tons of free WP themes.

The limit of my knowledge of putting a web page together is a page with static pictures and text and links done in DreamWeaver 2004. That's as far as my knowledge goes. I don't even know how to put frames around the pictures.

I have, however, learned enough to know that I want a site that will adjust on the fly to the screen size of the device on which it is viewed.

Will the free templates you mentioned do that?

If so, how can I know which ones do that and which ones don't?

    Yes.
Use the link I posted > check the boxes you want in the search options > check out the themes. You can preview the themes right there and view each's options & features.
