I have a PII with 128MB of memory that will POST and then when it gets to the Windows98 screen it chugs for a while and then lets out a continuous beep. It has a Phoenix bios and the codes for that bios don't indicate any long continuous beep. The original ones for IBM machines however show a continuous as being the power supply or motherboard. The power supply was tested with a load tester and the light was green so the PS is okay. And the system will boot into Safe Mode. Could it be the motherboard even though I can boot into safe mode?

I'm going to be of absolutely no help to you. (sorry about that...I'm dangerous with hardware. :( ) Except to give you a link that might prove helpful?

    Beep Beep!

( where is the smilicon for me sleeping?)

If your seeing anything windows or even DOS related your system has completed POST (Power On Self Test).

You may have a minor (becoming major) fault in your kyb.

With POWER OFF disconnect kyb and boot - does it happen now?

This won't help your situation, but MoBo beeps have always been a pain for me to figure out. My new MoBo (ASUS A7V333) actually speaks to you when it boots. So instead of having to figure out that 3 beeps means your CPU fan has failed (or whatever) it will actually say "CPU fan failure ".

I think its pretty cool
