autodial won't hold settings

Running Win XP Pro with IE6 and OE6. My autodial feature will not hold
its settings. When I click on the IE or OE icons, it will autodial correctly
for a few days but then it stops. The dial window doesn't come up and it
never connects connects. 'Always dial default connection is enabled of
course, and tried adding and removing the dialup connection dozens of times
and same thing every time -- autodials a few days then stops. It will however always dial if I manually open the connection in 'My Computer' -just won't autodial.
I read where adding the binary value of 'EnableAutodial 01 00 00 00' in both
HKEY_CurrentUser>Software>Microsoft>Windows >CurrentVersion and Local Machine > etc.' would enable the auto dial function-- no help. Can't find the Interenet Repair Tool but read that Start>Run>regsvr32urlmon.dll is supposed to do that -- but it didn't do anything.
Where is the Repair Tool? Time to reinstall IE? How or what's next? Any guidance would be appreciated.

Control panel, add/remove programs, highlight IE, click add/remove, then repair. Have you tried checking "dial whenever network connection not present "?..
