Can Outlook Express 6.0 be configured to automatically connect to the ISP, retrieve mail, then sign off?

Why yes it can. This is how:

Open OE, click select Tools > Options... then on the Connection tab click the "Change..." button then make sure the "Dial whenever a network connection is not present" option is selected, click OK to get to the previous dialog box and on the same "Connection" tab, check the "Hang up after sending and receiving" option and away you go!

Note that if you intend to leave OE running the whole time and you have checked the "Check for new messages every ... minutes ", it will dial-up, receive and hang-up at these intervals too unless you choose "do not connect" from the drop down list below this option ( "If my comuter is not connected at this time ")

Hope that helped, in fact, hope it works! I haven't tried it, I just know how to do it.

P.S. When you do select the "Dial whenever a.... blah blah" option from above, it changes it globally for your Dial-up connection and there are some naughty programs in Windows which will connect you to the internet unexpectedly, I guess there's a price to pay for convenience.
