Application restrication

hi every one here! can u clarification main abt few things n recommended me few application..(my question i wana restrict to install any application in windows how can i do that possible using windows user login or using any application or software that can prevent installation of any application)
i create user in windows 2000 and give limited acess but limited acess still allow to install application
how can i do that thanx
