Resolved App blocked by Administrator

    When trying to access <services.mse> I get a large screen showing the following.
    OK: No picture (probably just as well) but the pic shows a box with a red band
    ............................................................................................................................
    User Account Control
    This app has been blocked for your
    protection

    Then below that:

    An administrator has blocked you from
    running this app. For more information,
    contact the administrator.

    Well, I am the only administrator on my computer that I'm aware of. I checked and can't find anyone else...

    So... any ideas as to what is going on?

    If you RIGHT click on Start > Windows Powershell Admin > should be allowed from there.

    Sorry for delay, Arie: Finally managed to d/l and install 18290 via MS download site. That solved my problem with 1803 threatening to self-destruct, which was why I wanted into "services" at all.

    To answer the immediate question, I brought up the "SEARCH" box, typed "SERVICES.MSE" , so I could follow instructions I'd found on youtube to clear update data storage files and possibly permit 1809 to download and install, but was stopped by the aforementioned Microsoft "You can't have it, so stop asking" message.

    Now that I managed to d/l and install the latest preview release (18290) AND reload WIN10P64, My need to go bounding about in things I know naught of has been removed, at least for the next few months as this release dies in June '19.
