I've got two physical 160 Gb hard drives on my machine. One drive is partitioned as C: for the Win 7 OS and most of my Windows applications and other data. There is also a small 100mb I: partition that I assume contains some stuff pertinent to the Win 7 installation. I should probably leave that alone - even though I don't know what it is.

The drive that used to contain Vista has now been reformatted and put to other use (Ubuntu-Linux, a Windows E: partition (Data), and a D: partition for more Windows stuff, currently empty. I do notice, however that it still contains an unlettered 'WinRE' 1.45GB partition, which it always did contain when Vista was installed. I assumed it related to reinstallation or repair of Vista, but I may be wrong.

Is it safe, now, to remove this Win RE partition and add it to D: to which it appears to be adjacent under Computer-Manage?

As you have removed Vista it is safe to remove.
Let it be - it is part of your Win 7 installation.
