After UPGRADING to XP from 98SE, I noticed that my monitor needs adjusting. For example the scrool bar in IE is a bit wavey and viewing in general is wavey in certain spots. It was not like this with 98SE. I passed the video test before upgrading and even during the upgrade when it ran a test, the video was NOT a problem.
I'm assuming it's the monitor and not the copy of XP itself? Right?

    Right.

Look for the most recent driver for your video card (or post any info you can find if you'd like assistance finding it). Uninstall the old driver before installing the new one.

Then, you'll need to figure out all the settings on the monitor for screen size and shape. But get the best driver first so we know the OS end of it is cleared up.

Problem Solved. I needed to re-adjust the refresh rate.
