I recently rebuilt my OS from scratch and have run all Windows updates (21H2 build 19044.1645). Internet Explorer 11 is installed as is suggested by Adobe in some of their troubleshooting documents.

I get this error when running Set-up.exe:

    Update required
Your browser or operating system is no longer supported. You may need to install the latest updates to your operating system.

There is no option to bypass this error.
I have tried every solution mentioned on this page with no change in result.

Additionally, when I sign in using the ID I use for Adobe Support Community, I keep getting bounced to this page no matter what I click on and not able to look at any of the community's questions and answers. So I then signed in using the ID from when I made the purchase and got the same response, same with Firefox, Chrome and Edge.

I ran across a video on YouTube at that said to disconnect your WiFi and run setup again. I don't have WiFi but disconnected the CAT5 cable and setup ran just fine.

The above post was premature. The programs installed but when I attempt to sign in, I get the same error as in my original post.

    You are running Windows10?
What Version? eg. Home or Pro or?
Have you tried using Windows 10 Default Browser Edge to see if it will install?

I got with Adobe tech support in a chat session and after bumping me up two more levels they told me to temporarily install Adobe Creative Cloud and try again to sign in. I did and that allowed me to sign in. It seems Photoshop Elements relies on Flash as part of what it needs for sign-in and, of course, Flash is no longer there but somehow CC compensates for it.
