Adobe Photoshop Elements registration

I want to pick up an older Elements on ebay and many of them are used or were part of a software bundle. What precautions are necessary regarding being able to successfully install a used post-v.2 Elements? That is, I have v.2 now and it did not require a windows style activation but I understand that some of the later ones do. I am interested in v.3 as it supposed to be a big improvement over v.2 and cost is an issue.

Read both License transfer policy and License transfer process.
The registered owner must first contact Adobe Customer Service to obtain a case number to start the process.
