If i received a public static ip address and i want to put it on a computer that is attached to the comcast router that is set up to assign ips with dhcp how do i get the network to see that computer. I know it is because the ip address is outside the range of what the router is assigning, but what do i add or change?

Is this a comcast static IP? If so, you must access the router and set it up for static IP rather than dynamic IP (automatic). If you are trying to use an additional IP purchased from comcast then you reallly should cancel that order because you don't need to buy additional IPs from comcast, even though they may try to sell them to you. The router can allow up to 254 computers to share the Internet connection.

It is a comcast ip address that is on a computer behind the router as is the rest of the network that is dhcp assigned by the router - and i wanted to keep them dchp assigned but be able to remote into the static ip computer and see the network when i do. I can see the computer on the network when the address is dhcp assigned but when i change it to the static one i can no longer see it. I don't know what to change to have it see the network with the fixed ip.

You still don't need the additional Comcast IP address for that computer. Assign the computer a static LAN IP address. For example, if the router is 192.168.1.1, assign the comp a static adress of:
    192.168.1.2
    subnet 255.255.255.0
    gateway 192.168.1.1
    dns automatic

Then use the router WAN IP address to remotely connect to your network. Obviously, to do so, that computer needs to be running some type of service for remote access. This service will use a certain port(s). Use the router port forwarding to send the remote access requests to the 192.168.1.2 computer.
