A way of disabling the taskbar?

    Hello,
    Is there anyway to make Windows ignore all clicks on the taskbar icons? Refering to the icons that appear beside the clock (such as Norton AV, etc).
    I would like all clicks on these icons to be blocked so my users cannot bring up any programs from that area.
    Is this possible?

    start~run~gpedit.msc and look around in there.
