I have the UG CD from 95 to 98 SE. I also have a directory C:\windows\options that appears to have all the 98 Cabs in it. Can I use either to check and replace missing or damaged files. Also what is the SFX recommended in another post and where do I find it? Thank you.

Yes, you can use either extract files from. But this is only when necessary---they are the original versions and any files updated since installation will be replaced by older versions.

And be aware the the numbering of the cabinet files on the upgrade CD will be different than the original installation CD, so if someone tells to to extract from a particular numbered cab, it may be different for you.

The files in the Cabs folder are the original installation files.

Note: "SFX" generally refers to self-extracting executable files, those archived files (like zip files) with an exe ending that when clicked extract to the location (folder) of your choice. It is a packaging method.

Not to rain on the parade - but was that a typing error?

Are you maybe asking about SFC - System File Checker. - If so that can be run from the RUN box within windows.
