I'll jump in here, not because I have an answer, but some ideas.

This site purports to fix messed up browser size. You are supposed to click on this link, then resize the resulting screen the way you want it:
    http://pink-mouse-productions.com/fix.htm

This happened to me after uninstalling Bluelight internet access. People have reported that it happens after uninstalling 3Web, another low-cost ISP.
It seems the space where the ads were located does not get freed up.

    I don't remember how I fixed it :(
Hopefully, it wasn't by reinstalling because people claim that these ISP's replace Windows dll's with their own.

You could try resetting all your window attributes (but this will probably only work for folders) by deleting these 2 registry keys (they will be rebuilt):

    HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\BagMRU

    HKEY_CURRENT_USER\Software\Microsoft\Windows\ShellNoRoam\Bags

If that doesn't do it, I'd suggest either Run--> sfc /scannow or a repair installation.
