Some programs, Windows Live Mail and Windows Media Center, plus others, have wavy, distorted and obscured text. There seems to be a film over the text, like the magnifier would do. The top menus are clear, but the sidebars and submenus are distorted. Most programs are clear and crisp all over. I haven't figured out a commonality of programs, it's not just Microsoft stuff.

I've tried going with all defaults on the video card, turning clear type on and off, and messing with whatever other graphics settings I could get to. I am using an Aero theme, but it also happens with a standard theme. I have the effects set to Performance, with the exception of clear type.

    Any ideas?

    Font: Segoe UI size 9

Open your Start Menu and type in "ClearType ". Click on "Adjust ClearType Text ". That tuner might do the trick. . .

How did you end up with a font of Segoe ui size9? Mine is Latin based Times Roman and this is ie default. I have not customized or changed this Font setting in anyway.

My IE font is the same Times Roman. I didn't make myself clear. IE9 has never given me any problems. The problem is in random (I can't find any connecting factor) programs installed on my computer.
    Thank you for answering.

    Sorry edjer,

Just noted and went by your post specs and noticed the font listed as being used. Thought this amy be problematic based on what google had to say about this font:
Is Segoe UI font giving you problems?

    http://www.techtalkz.com/windows-7/516049-how-change-font-size-icon-size-windows-7-a.html

How about giving this a go:
    restore default fonts

Are the bad fonts in the same applications and sites all the time?

Have you customized font size {dpi} small, medium or large?

Using any accessibility features" to make viewing easier?

Having the same problem while logged in as another user?

The below link may also help. Please also follow the cookie crumb trail and read additional links, specifically:The link entitled "To make text and on-screen items clearer in programs that aren't designed for high DPI "

You asked for ideas. The above are just that.

Thanks, goddez1. Sorry for the delay, I was away. Nothing worked, but I did get rid of SegoeUI, and Tahoma now makes everything easier on the eyes. I'll keep chipping at the problem and let you know when I resolve it... With a little help from my friends, of course.

Found the cause. In the Catalyst Control Center/Gaming/3D Application Settings. Uncheck the Morphological filtering radio button.

Thanks to everyone for the help.
