Funny, got it on my laptop which is Win 10 Home but not on my computer which is Win 10 Pro.
MS has released an update https://support.microsoft.com/en-us/help/4020102/windows-10-update-kb4020102 on 25th May but I am not getting anything...
Open command prompt as Administrator & issue sfc/scannow command. Reboot after it's done & check again. Some system file could have been corrupted.
Is your computer using ATI/AMD video ? A quick search threw up this as a possible culprit.
Can you start it in some other user profile ?

The user is normally the weakest link in the chain & no matter how strong the rest of the chain is, it's going to break.
You should restart the computer. Many updates are installed only after the previous updates have been installed properly.
You don't need it. Most probably it was installed as a part of some other program. Uninstall it.
Your Win10 key would most probably stored with MS in cloud. Why don't you just install Win10 on a new drive & see ? I had also suffered a HDD...
I second retiredlearner. Weigh the time & labor element carefully before doing anything.
Then either you swap power supply or live with it.
Or if the computer is under warranty, just call Dell.

The power supply in your computer seems to be suspect. Short of swapping it for another unit to test, I don't see any way out.
