In the real world the disk space is likely to be larger than the quoted minimum - in my System running Pro x64 the Windows directory is 27 GB

I suggest you try a repair of your Outlook Data file as outlined step by step here ..... Fix Your Broken Outlook Personal Folders (PST) File...
What MrBill is referring to is drag & drop ..... Left click and hold on a mail and move it over to the destination folder and release the mouse...
Try .... Windows 7 - ShellFolderFix - Manage folder window positions/size
Outlook 2007 .... View > Current View - ensure that Messages is checked and nothing else.
