boot problems

    I am helping a friend's PC. Everytime after shutdown for a few
    hrs. and booting up the system will boot to bios cpu frequency.
    On the right of the bios setting is an alerter in red stating that
    the system had hung on the first boot up and is now in safe mode. Advised to set the proper cpu frequency.

    The only lowest selection available is 733mhz which was selected
    automatically. There is one option for manual.

    System is using WinXp pro using Award bios. Motherboard Asus.

    Any suggestions to help me out.

    If it is true that XP is being used, why is it in the ME forum ?
