Windows Picture and Fax Viewer does not appear to be a stand-alone program.

It can be initiated by double clicking an image file, e.g. jpeg, bmp, etc (unless you have these file extensions associated with another imaging program like Photoshop or Paint Shop Pro, amongst many)

If you do this you will see that there is no facility on the interface to open a file from a specific source.

Hold down the shift key, and right click an image.
Select Open with, and find windows picture and fax viewer.
Put a tick in the "Always use this program ", and OK.

If that doesn't work, open Explorer, Tools, Folder options, File types.
Scroll down until you find JPG, select it, then click on Change.
Select pic and fax viewer, put the tick mark in, OK.

Picture and fax viewer is part of Explorer.exe
If you have any other image viewer that is the default viewer (you set it that way in options) then it won't work.
Every image viewer/editor that I have seen, has an option to NOT be the default viewer for multiple file types. Look in the options/preferences menu's.

If you don't have Image and Fax Viewer on your computer, you can install it from your XP CD using Option 2: Install additional software and choosing Picture and Fax Viewer.

If all you have is the manufacturer's restore or recovery CD, put that in the CD drive while Windows is running and see if it offers the same option (some do, some don't).
