   Download TweakUI for Windows XP from MS - search under XP for Powertoys for Windows XP.
   
   Under the Desktop tab is the option to show/hide Recycle Bin on desktop.

   Here are the links for TweakUI XP and TweakUI 1.33.
   
   They co-exist very nicely, and each offers features that the other doesn't.
