Stuartjm--A certain degree of Chinese Language support should be offered through your Windows Update site (after the Critical and Recommended sections). At least that is how it is for Win98.

    yes

Understood...but....when I goto a site that has chinese languages on it, the prompt comes up for the downloads of the languages stuff. It then begins the download but cuts off quickly.

I've tried all things on my PC to ensure that it isn't the pc. I think that it has something to do with the microsoft download thing.

Is someplace I can download a exe or a patch that will install them for me on my browser??

    NT is such a pain.

    Not sure I understand that.
You mean you get a message saying you need a certain program/patch to read the site?? (Is the site offering a download of such a patch??)
Or is the problem that you cannot download a file from the website? Or are you trying to "download" something else from the site (like Saving the webpage)? If the former, what file type extension does the file have?
I am not at all clear whether the problem is with the seeing the language or rather with downloading files. Do you have problems downloading from other sites?

I think we need more specifics, including the URL of the site causing the problem.
However, two general solutions to file download problems are
    1) Clean out your cache (Temp and Temporary Internet Files)
    2) http://www.valink.com/jeep/IE/Unable.to.Download.Files.htm
