Right click and it takes 5 secs for menu to appear. Drag and drop to another folder and it takes 5 secs to happen.

After fresh boot, the process takes 12 secs the first time, then back to 5 secs.

    Win ME

I run my computer very lean at startup. only three things in startup. I have used multiple Utilities to find problem. I have Never had a virus to my knowledge and I have been using computers since the Timex Sinclair days!

    Any ideas.?

    VSURG--
Not clear what OS you are using. I see you posted in both Win98 and WinME Forums--though the former is now locked.
Are these the only things running slow?
Your resources should be OK if you only have three programs running at start up, and you say you use a antivirus program, but
    1) Do you maintain your PC regularly? (ScanDisk, Disk Defragmenter, clean out the cache, etc.)? Do you reboot regularly?
    2) Do you keep the AV's virus definitions up to date?
    3) Might not hurt to use System Monitor. Look especially at the Kernel and Memory Manager items.

    VSURG Hi

first guess: you have something scheduled to run ?
if so turn it off, any autoupdating also.

    Is this consistant ?
    what is running at startup?

" "only three things in startup" "
To run Windows Me & 98& se well, Scanregw, Systray, the two Load Power Profile entries, State Manager and PC Health are the only needed items.
Ive trimmen mine to start with 91% resources

Have you ran an online virus scan ?
do you have spybot and Adaware ?
    scaned for trojans ?

    Thanks for the replys.

I have and use adawre, frequently. I'll try spybot.
I scan for viruses regularly and update reg.
I defrag at least once a week. (scandisk implied)I mistakenly posted to windows 98 I am Running Millenium.

    I have no scheduled tasks.

startup @ 94% systray, em_exec, devldr16, statemgr. These are the 4 (oops not 3) that run at startup. I have had this config for 2 years. I cannot pinpoint when the problem started.

Microsoft office OSA.EXE manages to insert itself into the startup, no matter what I do to keep it out. I have tried magic tweak etc.

I am nearing the point of reformatting and starting fresh.

    Thanks for the ideas.

    Have you seen these
disable osa or osa9 and see if problems stop

    Microsoft Office or
    Microsoft Office Startup Osa.exe
Osa9.exe Resource hog that launches common MS Office components to help speed up the launch of Office programs. Some users claim there's no difference with or without it but it isn't required anyway. Osa9.exe is the Office 2000 variant Pacs Portal

    http://www.geocities.com/osaexe/

    http://www.annoyances.org/exec/forum/win98/t1030107398

    devldr16--devldr16.exe--

I wonder why you are going without the two Load Power Profile entries, and PC Health but to each his own.
If i remember correctly pc health needs to run to enable system restore and scanreg---- after pc has ran awhile
Maybe Welshjim will straighten me out on that, or you.or is it
    mtask.exe I leave it on.

I would disable em_exec (in msconfig)could it be that
    simple ?
    EDIT========================================
also I was haveing strange problems until i rechecked hps items in msconfig
[X] HPScanPacth=HPScanFix.exe something to do with old printers ,even though we gave a newer type printer with out this checked we had problems.
[X] hpsysdrv---- to do with monitoring the system to see how many times user uses restore disks. gee
    leave OEMs startups if any
    Regards
    Lonny

Not really. Only Scanregistry, Systray and Explorer are needed to run Windows.

Power Profile is only needed if Power Management in the Conrtol Panel is used.

State Manager and PC Health are not needed to run Windows. They are just extras ( that I found to be rather useless ) that use up resources. And ME runs very nicely without them.

I would bet that that is at least part of the problem. If I remember correctly there is more than one file that loads for Office.

Take a look around and see it by chance there is something like Fastfind or Find Fast ( what ever Office calls it ) That may or may not be on your system as I think it has been taken out of the newer versions of Office.

I will come back with a link for Startup COp which works very nicely for adjusting start up Items.
