Access Denied

    I did a clean install of ME on my daughters computer (ASUS TUV4X, 1GIG Celeron, 256meg SDRam, 40gig WD harddrive). After loading everything, I went to the start menu, clicked Control Panel, and I got a message saying "access denied, see system administrator ". I right clicked the desktop, clicked properties, and got the same msg popup.
    I didn't know you could lock up properties. I didn't do it manually. Anyone know how to get passed that, or what locked it up?

    SYMPTOMS
    When you try to start any of the tools in Control Panel, you may receive the following error message:

    This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
    RESOLUTION
    WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

    To resolve this issue, use Registry Editor to remove the "NoControlPanel" value from following registry key:
    HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer

    Or find TweakUI if you have it installed-- install if nessesary locate it
    On its IE tab is where to control :) control panel
    [X]show control panel on start menu In windows\system and start >programs> <gee> I can remember If it or I put a shortcut in system tools tweakUI.cpl.

    GEE well I guess the solution would work even if you never had tweak and as you say its a clean install
    worth a try ?

    Since I didn't use my registry editor, and I did install tweakui, I'll check the IE tab for those items ( I know I disabled some features in that tab). I "ll check tomorrow when I have access to the computer again. Thanks again for the info.

    be carefullwith tweak All I know is its built for severall versions some features dont work (Most)and can be dangerous-on win me-
    on me i dont use it but fo logon and to remove
    items in the new to contect menu--r/click new
    [Stand to reson as win me is all ive got] HA

    That was the problem. I had to do the registry tweak since control panel access to tweakui was restricted. I guess I must have unchecked the control panel in the IE tab of tweakui. Access is back.....
    Thanks alot for your help. I was sure I was going to have to start all over again.

    Good to here it was easy

    So if there is no shortcut to tweak in system tools make one
    Maybe.

    Did that also fix the r/click context menu , properties?






    Im to chicken to try that with tweakUI--atleast today :)

    Yes, everything is up and running beautifully. Amazing how just one wrong click can cause so much trouble!
    The display properties is part of the control panel, so I think that's why the right click on the desktop didn't work.
    I too am glad it was so easy to fix.

    i need just a little help following this, my comp does the same thing and I can access the file you say to access on the registry but how do i change the settings... sorry but i am a little out of my depth here.

    Let me make sure I understand , you have TweakUI ? and win ME

    when you try to get into control panel up pops a message



    " "This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator. " "

    This only appears to happen on windows me systems..with tweakUI installed.

    If so tweakUi has restricted access because we tinkerd with its settings , since it was made for win 95 98 98se and me it has problems with some settings..



    First make a startup disk > if you have one already ,was it made within the last say two three months ,if not make another.
    control panel , add/remove programs, startup tab, will walk us through making one,, this is just in-case you make a mistake editing the registry.....

    Do you know how to backup the registry or export as its called
    Start run type regedit hit OK
    point mouse to registry on the toolbar of regedit,> then export registry file--near the bottom in the export range
    [X]all should be selected ,-- I usually save to my documents folder
    , easy to find . But if you haven't been here before its best to save it where it wants to,, name it to, something like
    [just in case I goofed]..

    Before you edit the registry, export the registry keys that you want to edit, or back up the whole registry. If a problem occurs, you can then follow the steps in the How to Restore the Registry section of this article to restore the registry to its previous state.

    navigate to --in the left column>
    HKEY_CURRENT_USER\SOFTWARE\Microsoft\Windows\CurrentVersion\ Policies\Explorer
    Be sure you are in the right place!!

    find in the Right column : >NoControlPanel
    right click on it and select delete.

    again on the windows regedit's toolbar , registry then exit.

    If for some reason there is problems , or if you deleted the wrong item or windows wont start. use the boot disk
    Forgot to add you may need to restsrt in oder for these changes to take effect,,,

    Start your computer, press and hold CTRL, and then choose Safe Mode Command Prompt Only from the Windows 98 Startup menu. If you are running Windows Me, start your computer with the startup disk. {at the A:\ type c:\ press enter}
    At the MS-DOS prompt, type cd\windows\command, and then press ENTER.


    At the C: prompt, type scanreg /restore, and then press ENTER.
    Select the previous registry you want to restore, and then press ENTER.
    NOTE: A properly working registry has the word "Started" next to the date.

    When you receive notification that you restored a properly working registry, press ENTER to restart your computer.
    (Or I just take the floppy out and pust the off button wait about 30 secondes and on again)

    windows makes these each day if we leave the PC idle long enough,,,,and keeps five overwriting the oldest each time.

    Or another (backup registry)way with windows me is to go start run accessories,
    system tools - system information hit tools and then registry checker,, we can make another backup and find out if windows has already made one today

    Some other things not to do with TweakUI on a windows ME system:

    Just a few words of caution though if you are new to using TweakUI on Win Me.
    a) Do not change the first icon (documents) on the Desktop tab.
    Doing this causes a number of script errors in Special Folders when using
    either WebView or Active desktop.
    b) Do not uncheck "Search Results" on the Desktop tab.
    Doing this disables the Search in Explorer.
    c) Do not hide the TweakUI icon on the Control Panel tab.
    d) Do not uncheck "Show Control Panel on Start Menu" on the IE tab.
    Doing this will prevent you from accessing the Control Panel including
    TweakUI.
    e) Do not uncheck "Shell Enhancements" on the IE tab.
    This causes quite a few unexpected "problems ".
