When I already have an IE window open and I open a second IE window, the second (new) window positions itself about 1/4 inch to the right of the already open window and every subsequent IE window does the same (this is normal behavior to tile the windows)

If I dont want this to happen - I want all IE windows to open in the same location, what do I change??

Try holding the shift key and drag it over.

Right click on an empty portion of the taskbar and see if Undo Tile is an option, if it is click on this. If it isn't click on Tile Windows Vertically and then click on Undo Tile.

Then open up a single IE window, postion it where you would like it, close the window, shutdown IE, and then restart it and see if this resolves the problem.
