    It sounds as if you've done at least part of what is needed to turn the modem sound off, but lets go through the whole thing just in case;

Open Control Panel. Click on Printers and Other Hardware, click on Phone and Modem Options. In the window that opens click on the Modem Tab, and then click on the Properties button. In the window that opens click on the Modem tab and slide the volume control all the way to the left (off) position. Click OK on each open window until you get back to the Control Panel window.

Now use the back arrow in the upper left hand corner of the Control Panel window to return to the base of Control Panel. Once there click on Network and Internet Connections and then on Internet Options. In the window that opens click on the Connections Tab and then click on the Settings button to open up your dial-up settings. In the window that opens click on Properties under the section entitled Dial-Up Settings. In the window that opens click on the General Tab and then on the Configure button located under the listing of your modem. In the window that opens remove the check-mark from Enable Modem Speaker. Click OK on each open window until you get back to the Control Panel window.

To change the mouse to one click; Open Control Panel, Click on Appearance and Themes, and then click Folder Options. On the General tab, under Click items as follows, click the option you want.

    HTH.

I guess I'm a little confused about what you want to do.
Which of the following do you want to do:
    • Turn off the modem speaker.
    • Stop the modem from dialing.

To turn off the modem speaker: Control panel, system, device mangler, modem, properties, advanced, and put M0L0 in the extra settings box, restart.
To single click, Right click desktop, properties, appearance, folder options, and the third section down, "point to select, single click to open ".
If you have Windows XP, it's slightly different.

Right-click your connection in DialUp Networking (98/ME) or Network Connections and Configure the modem. You will see an option to turn down or off.

Do the sounds come from the modem itself or from your speakers? If the latter, double click on the speaker icon in the system tray and mute the line in.

    I am throughly confused here.

...it does the dial up thing when i hook up..how do i stop this?

HUH ??? Isn't that what the modem is supposed to do ?

ive gone under the device and turned the speaker off

And I do not understand why you would want to shut the sound off. That is one way of knowing that it is doing its thing. And by listening to the changing sound you can ( after awhile ) tell whether you ae going to get a good connection or not. But there is a learning curve involved with that.

And I have found that with some Internal Modems it is impossible to adjust the sound. Up or down.

And if by chance it is an External it should have a Volumne control right on the unit.

As a person who hated that sound and always shut it off, I can see the OP's POV.

If it is an internal modem and you can't shut it off any other way, you can remove the tiny speaker from the modem itself for blessed silence, but I don't think that micromodem has a speaker.

The point is that the modem sound must be shut off in 2 places: in the Control Panel and for your individual connections. The choice made in the Network Connections or Dial Up Networking options for a particular connection overrides the choice made in Control Panel.

Find the Extra Settings box, in advanced modem properties of device mangler.
Put in M0L0 (that's M zero L zero). Save and restart.
