New Window Does not Complete

My friend has started to get a problem whereby he can open web pages fine, even open IE6 (with sp) multiple times. However, on web sites where he needs to click a link to log in - such as http://www.ladbrokes.com/lbr_portal (login top right) the outline of a new IE window appears but never completes. This happens also if he right clicks and "open in new window "
I updated IE and installed SP - no better.
He has win98, 64meg RAM - dont have other specs. I have cleaned the system of Viruses for him.
Any ideas?
