    Does anyone know of a utility for editing the NTUser.dat file in user profiles?

    What do you need to do? Loading the hive in regedt32 is usually sufficient.

    I don't need to do anything in particular, just something to tweak user profiles without logging on as the user would be useful.

    regedt32 can do that. See 240130 for an example.
