cannot get into outlook express

I have been getting all sorts of rubbish on my computer, consequently I blitzed everything. Now when I try to get into outlook express a message comes up MSOE.DLL cannot be found. I have tried to download outlook express from the internet but this says that a more recent programn has been located. I did accidently dispose of my address book as I thought I did not need it, but forgot I use it outlook express.
