I have no real storage files (image, audio or MP4) on that drive. this appears to have become an issue since the last windows update. I have done the windows disk cleanup, with no appreciable change. I even ran Debloater and still . . . .
is it worth it to get a newer (larger) SSD and mirror the old one

I think the space problem is caused by the old data being retained for 10 days in case you need to undo the update due to a problem.
The replaced data will be removed/deleted after 10 days.
1TB (1000GB) SSD's are not that expensive these days and this is what I use in my comps.
Depending on what your motherboard is capable of handling, over the last 4 or so years, NVMe2 SSD's are becoming quite common fitment.
I would definitely investigate what you can do to increase your storage as newer SSD's can improve the speed of your comp.
Macrium Reflect, EaseUS and AOMEI are 3 cloning system softwares that I have used when swapping to a larger storage drive.

I wouldn't touch them as they only account for 365MB! Necessary part of the OS.
