I'm sure I've done it before, but cannot find how to do it now (if it's still possible).

I have changed the datetime settings (to use 24hr display), plus a few other odd settings (screen settings e.g. text size to 160% on a Surface Pro device), and want to make these the default for any new user I create in the future. Is there a way to do this?

I wish [one objective is ...] to have the time display in 24hr format on the lock screen.

Thanks for the link. However I've seen & read that article, and similar ones (some more complex). But I'm not on a domain nor wanting to script a Windows Build, just a home user with a simple home network of computers with a common WorkGroup name.

I thought it was quite simple to do - something along the lines of copying an existing profile somehow and making it the new "default", all through a Windows dialog box without needing to rebuild the operating system in any way. But I could (likely?!?) be mistaken.

Thanks for this link. I found this one too, but it's more complicated than I would the process to be. I think I'll just leave the defaultprofile as is. Just have to remember to make the changes each time I create a new user (mutter mutter).
PS: Having just had one desktop die and setting up the new machine to replace it, my 5yr old Surface Pro 4 is dying (touchscreen frequently starts thinks I'm poking the screen so you lose control of where the cursor is - have to force a restart until it does it again) so will be going thru that each user's setup for the new tablet with more manual steps than I hoped.

I found where to do it!! ... I knew I had done it before....

Using an Admin account, open Settings ... Region. Then choose "Additional date, time & regional settings". It opens an older looking "Control Panel" "Clock and Region" windows.
    Click on "Region".
This opens a property dialog box to change the "Formats" of date and time, 1st day of week.
Click on the **other** tab labelled "Administrative". (Probably a quicker way to get to this, at least this works.

There are two options presented - the first will open another dialog window to allow you to "view and [optionally] copy your international settings to the welcome screen, system accounts and new user accounts."

Exactly what I was looking for. Yay!!
