I wanted to make it a dual boot system, however I am unable to get the machine to boot from either the disc or a bootable USB drive. I have disabled the safe boot mode, but still to no avail.

BIOS (pronounced: /ˈbaɪɒs/, BY-oss; an acronym for Basic Input/Output System and also known as the System BIOS, ROM BIOS or PC BIOS) is firmware used to perform hardware initialization during the booting process (power-on startup), and to provide runtime services for operating systems and programs.
I haven't heard of this being done during my 20 years of learning about computers.
Please explain how you achieved this process.
SAFE mode is enabled to start the computer to check for faults.

i went into bios setup and disabled the safe switch, then tried to change the sequence in which the machine checks the startup (changed it to USB, Optical, HD...)
then saved and rebooted, win 10 comes up

Just to cover all the bases, when you rebooted, was there a USB stick that is bootable in a usb port? or a cd in the optical drive?

    https://askubuntu.com/questions/1257524/want-to-set-up-a-dual-boot
You are already seeking help here!
Your setup with C: having the W10 Home 64bit OS (128GB SSD NVMe)
and D: your 2nd drive (1TB HDD) for Data is the way my HP 14s-cf1013TU laptop is set up.
This is probably a Dell specific version of W10 Home installed in a Partition in the NVMe SSD.
Where has the W10 "S" version come from?
Are you intending to put another OS on the D: HDD?
