Two or more rows on Bookmarks toolbar?

A long time back, I presented this question: How can I have two or more rows on the Bookmarks toolbar and someone gave me the instructions below, but that no longer works as of this morning. I have tried installing and reinstalling Firefox and recreating the CSS file. It creates the width of two lines but it seems the bookmarks are in a single column as I see only the two first two items and the very top fraction of a third.
Previous instructions below:

Open your Profile folder. Help>Troubleshooting Information> in Application Basics section, click the Show Folder button.
The folder that opens is your Profile.
If there isn't a chrome folder, create it. File>New>Folder and name it chrome (lower case c).
Open the chrome folder and create a new text document. File>New>Text Document.
Name it userChrome.css (Upper Case C).
Copy and paste the following code into the userChrome.css file and save the change.

Thanks but those instructions do not work for version 74.
