Stuck in Loop

    PC keeps shutting off & back on while attempting to configure, but will not complete the configuration beyond 35%. No matter what I attempt to do, pc will not allow me to do anything because it is stuck in this loop. F8, alt F10, nothing enables getting out of loop. I want to re-set to factory settings. Windows 7 Professional, 64 bit.

    My computer will not allow me to download or access anything. It just keeps turning off & back on indicating it is configuring Windows , but does not complete configuration of Windows updates beyond 35% before it does the same thing over & over again. It will not get past doing this in safe mode, safe mode with command prompt, won't do anything different. I can get into Del F12, but don't know hat option to select.

    Follow the instructions from the area marked in the tutorial and let me know if you get stuck.

    If the Windows Repair All in One tool does not repair your issue with Windows Vista or Windows 7 then follow these steps.

    Terminator the computer will not let me get to the repair all in one tool. Where do I find it? It will not let me get anything but the configuring windows & shutting off & on over & over again.

    Is it possible to download the tool on a removable thumb drive and then load it on the computer which is stuck in the loop?

    That' why the suggestion to start from below
    If the Windows Repair All in One tool does not repair your issue with Windows Vista or Windows 7 then follow these steps:

    1. Start the computer and as soon as the BIOS has loaded, begin tapping the F8 key until you see the Advanced Boot Options menu appear.

    Arie, thank you so much. I've done this numerous times. I do not have a disc to insert . My Windows 7 was purchased online and installed via online by a Microsoft tech, a couple of years ago. I have the product key, however that is not an option. The only options given are:
    Start in Safe Mode; Safe Mode with Networking; Safe Mode with Command Prompt; Start Windows Normally, which I've tried all except the Networking and the computer just goes right back into the loop.
    Other options I see after these are:
    Enable Boot Logging; Enable low-resolution video 640x480;
    Last Known Good Configuration - advanced (tried);
    Directory Services Restore Mode (tried; I get the message "failure Windows configuration update, converting changes);
    Debugging Mode (tried);
    Disable automatic restart on system failure (tried);
    Disable Driver Signature Enforcement;
    all which I've tried the computer still goes back to looping of configuring 35% complete, the computer then shuts down & restarts over & over again doing the same thing.
    Absolutely No other options are given.
