rb32 causing problems/what is it?

    Something is going off and on - causing my mouse to flash [loading] and the paramiter of browser to flash. I have to hit start / shut down /restart as fast as I can between the flashes or it stops the restart command ( it stops anything) I did the Ctrl/alt/delet thing and found if I close the rb32 in the open programs list ,the flashig stops. What's the rb32 so I can try to fix it.
