Tried F1 during boot-up tried F12 during boot-up tried tried F5 during boot-up, will not ctrl-alt-delete, (no response) appears keyboard is locked as unable to turn off or on numlock or turn on cap lock.

It sounds like your system is corrupted. ( my HP Notebook runs OK without the battery installed).
I would suggest you refer to your laptop manual for instruction on how to Reset the OS.
I had to do this for my brother's Toshiba laptop about 3 years ago but I can't remember the key to press to activate the Reset.

what key to start Toshiba Satellite recovery - Google Search

Hi chaosrn, have you had any luck yet? Did you manage to get a Reset done?

no, not yet, i'm still trying to find a way to get it up WITHOUT losing the other things, since my SO didn't back up anything. Although i suspect it really isn't an issue, since she has retired and no longer needs it for her classroom!
it has been a little hectic (digitally), lately
