To save space on a Solid State boot drive by moving seldom used large program files to a different drive, is it better to use Junction Links? I was using the symbolic links but now I seen where Junction Link are used by other users. Which is better ???

It depends on the file, who needs access to it, how they are accessed, where it is stored, if networked or not. If seldom used, just move them. You can then easily create a simple shortcut to the folder or to the individual files if you need frequent access. Note junction links are typically for directories, not files.
