I keep getting This page cannot be displayed message. It only happens on windowsbbs.com. I either have to end the session by red exing out of the browser, resetting the router or resetting the cable modem and router. Tried resetting IE 11.0.38(KB3203621) Product I.D.: 00150-2000-00003-AA4459. Right now I'm using Default but it also occurs using Modern and Classic(vBulletin) Windows 7 Pro and Ultimate 64-bit. Help would greatly be appreciated.

FWIW, probably something other your IE browser. Running the exact same browser here:

    Update Version: 11.0.38 (KB3203621)
    Product ID: 00150-20000-00003-AA459
and do have any problems getting to either of these:

    (with or without the "www.")

My apologies I can access Windowsbbs after I'm on for a while I have problems for example If I click on New Posts I'll get the message. Sometimes the website locks up. That's when I'll have red x out of the browser and restart another browsing session then sign in again to Windowsbbs..

Sounds like a DNS problem since it does not occur on other sites.
Try changing the router DNS servers to use google dns. Login to your router and change the DNS servers to:
    8.8.8.8
    8.8.4.4

Then delete all IE temp data with IE NOT opened:
Control Panel > Internet Options > General tab > Browsing history > Delete

Then flush the local Windows cached DNS entries, release, renew IP address.

Open a command prompt as admin and do:

    ipconfig /flushdns
    ipconfig /release
    i[pconfig /renew

Didn't work. I guess I'll just keep unplugging the router and/or the Cable Modem.
